November 1964 at the Police College in Ikeja, Lagos, a graduation parade was held for 21 Congolese police officers who had completed a five month training programme. The course provided essential grounding in crime detection, traffic management, crowd control and key aspects of law enforcement practice. The training was part of efforts to support the Congolese civil service, which faced a severe shortage of personnel after the departure of Belgian colonial administrators following independence in 1960. The parade was presided over by Inspector General of Police Mr Louis Orok Edet.
